UnitedHealthcare Prevails in 68% of Claims They Initiated Under the No Surprises Act

As data dashboards from Turquoise Health become available, new data show that some health insurers and plan administrators are achieving a relatively high success rate in disputes they initiate under the No Surprises Act (NSA). For instance, in the second quarter of 2025, the most recent timeframe for which data is available, UnitedHealth Group received the results of 31 claims it initiated. While providers won only 32.3% of those cases, UnitedHealthcare won 67.7 % of those cases.

However, other data show that providers prevail in about 80% of the tens of thousands of NSA disputes they have initiated. Data from Turquoise support the contention that providers file far more NSA claims than payers such as UnitedHealthcare. For example, HaloMD, a company that represents various providers in NSA claims, filed 341,866 claims resolved during the second quarter of 2025 with an 88.4% success rate.

As a result, the Turquoise data analysis is somewhat misleading. First, UnitedHealth Group’s recently decided cases only included those providers that had more than 21,000 cases resolved during the quarter at issue. Second, although UnitedHealthcare and other insurers have higher overall win rates for NSA disputes they initiate, their win rate for all NSA disputes is under 20%. This result appears to be due largely to the fact that most disputes are started by providers rather than payers.
